Mr. Collins,

I have discussed this with Mr. Jeffries.

We do not understand how it came about that Dr. Follit

has been noted by Promotions Department, whereas

other Medical Officers in the East African Medical

Service senior to Dr. Follit have apparently not been

noted. There are several such officers holding the

D.P.H., e.g., Dr. de Boer and Dr. Davison of Kenya,

Dr. Hunter of Uganda and Dr. Nixon of Tanganyika.

We now of no special reason for picking out

Dr. Follit for this transfer and think that the

fairest course ia to telegraph to the Governors of

Kenya, Uganda, Tanganyika (we may omit Zanzibar and

Nyasaland in which places there appear to be no

possible candidates with the exception of Dr. Follit)

asking whether they can Ecommend any Medical Officer BY M.DLL-

holding the D.P.H. who desires transfer to the Hong

Kong appointment; state the maximum salary that

can be offered and other particulars of the appointm
